Precision. It names the subject, the material or population, and the angle or method, in the register of the discipline. It is descriptive rather than persuasive, and it contains the words a reader would search for — a title nobody can find is a paper nobody cites.
Often, and for one reason: a short conceptual phrase before the colon gives the paper an identity, and the precise scope after it makes it findable. What does not work is a colon used to join two vague halves, which is the most common way a title announces that the argument is not settled yet.
