Expand does not research, and it does not pad with generalities. If a paragraph is thin because it is missing an argument or evidence, no rewrite fixes that; the missing material has to come from you.
A paragraph that has been inflated reads as inflated. Use Expand to turn notes into prose, then let the length be what the content needs.
Connective words carry meaning. Check that "expect", "may" and "likely" survived and that a cause the notes only implied has not become a stated one you cannot support.
Quoted words stay as they were. Expand the sentence around the quote.
It will make complete sentences longer, which is rarely an improvement. Expand is for compressed text.
